Spill Prevention Control and Countermeasures (SPCC)
The Exxon Valdez released of millions of gallons of crude oil to the waters off of Alaska. In response, the Environmental Protection Agency (EPA) developed a plan to minimize the threat of such a catastrophe happening again. Oil could be released to the environment from any facility that stores oil at any time.
The EPA developed the Spill Prevention Control and Countermeasure plan (SPCC). The plan has three parts. First, identify all locations of oil storage. Second, develop a plan to minimize the risk of these oil storage locations experiencing a release. Third, develop a plan to deal with releases in the rare occurrence when oils escape their containment.
Utah State University has developed an SPCC with a detailed map of locations, oil types, quantities and containment specifications. We have mapped all possible outfalls from oil storage locations that may impact the waters of the United States. We have developed a plan that utilized engineering controls and emergency spill response to stop all unplanned releases.
